B2B lead generation in the UAE works well as a careful, small-batch process: define exactly which businesses you can help, build a list from public sources such as Google Maps and LinkedIn, research each one before contact, and make that first contact within the UAE’s telemarketing rules. A short, relevant list beats a long one, both for replies and for staying compliant.

Defining your ideal client
Before searching, write a one-paragraph description of the businesses you serve well. Include:
- Sector: for example restaurants, clinics, logistics firms, schools.
- Size: number of branches, staff or vehicles.
- Location: emirates or districts you cover.
- Trigger: a sign they may need you now, such as a new branch opening, hiring, or poor reviews about a problem you solve.
- Decision-maker: the role that usually buys, such as operations manager or clinic manager.
Example: “Independent restaurants and cafés in Dubai Marina and JLT with one to three branches, open for delivery, where the owner or general manager makes purchasing decisions.”
Building a list from Maps and LinkedIn
Google Maps
Google Maps is useful for local businesses with a physical presence. Searching a category plus an area, such as “cafés in JLT”, gives names, addresses, websites, opening hours, reviews and often a public business phone number.
LinkedIn is better for finding the person behind the business: managers, owners and their roles. Company pages show size and recent updates.
Keep the list clean

Researching before contact
Five minutes of research per prospect makes the first message relevant:
- Read their website and the latest reviews.
- Check recent posts or news, such as a new menu or branch.
- Note one specific thing you could help with.
- Check they are not already a customer or in an active conversation with your team.
Write the reason in your list. If you cannot find a reason, leave that business out of this round.
First contact within the rules
The UAE regulates marketing calls and messages. According to Middle East Briefing’s summary (September 2024), Cabinet Resolutions Nos. 56 and 57 of 2024 took effect on 27 August 2024. The summary reports that:
- businesses need approval from the Telecommunications and Digital Government Regulatory Authority (TDRA) before telemarketing, and consumer consent before promotional calls;
- telemarketing calls are restricted to between 9:00 am and 6:00 pm;
- companies must not contact people registered on the Do Not Call Registry (DNCR);
- the rules extend to marketing text messages and promotional messages sent via social media platforms;
- using personal numbers for telemarketing is penalised, and violations can lead to significant fines, suspension or licence action.
WhatsApp’s own policy also requires opt-in before businesses message people. In practice, for B2B outreach:
- prefer the contact routes a business publishes for enquiries, such as a website form or a general business email;
- introduce yourself and your company clearly, and say why you are contacting them;
- never use a personal number for business outreach;
- stop immediately if someone asks you to.

What a first message can look like
“Hello, I’m Lina from [company]. I noticed you recently opened a second branch in JLT. We help cafés manage delivery orders on WhatsApp. Would it be useful if I sent a short overview to the right person? If not, no problem, and we won’t contact you again.”
Tracking replies
Record every outcome in the same list or CRM:
- Interested: move into your pipeline with an owner and a next step.
- Not now: note the reason and, only if they agree, a date to revisit.
- Not interested or “please stop”: mark as do not contact, permanently.
- No reply: one polite follow-up at most, through the same channel.
After each round, look at which sectors and reasons got replies, and refine your ideal client description.
