The WhatsApp AI chatbot policy for 2026 bars providers of general-purpose AI assistants from using the WhatsApp Business Platform when AI is the main thing they offer. Businesses can still use AI as part of their own service, for example to answer their customers’ questions about orders and enquiries. What changed in Meta’s terms
Meta’s Terms for WhatsApp Business Platform include a section on “AI Providers” (section 4.7 in the version last modified on 23 September 2026). It covers “providers and developers of artificial intelligence or machine learning technologies, including but not limited to large language models, generative artificial intelligence platforms, general-purpose artificial intelligence assistants, or similar technologies as determined by Meta in its sole discretion”.
The key wording says these providers “are strictly prohibited from accessing or using the WhatsApp Business Platform, whether directly or indirectly, for the purposes of providing, delivering, offering, selling, or otherwise making available such technologies when such technologies are the primary (rather than incidental or ancillary) functionality being made available for use”.
Gulf News reported on 21 October 2025 that, from 15 January 2026, general-purpose AI chatbots would no longer be allowed on the platform, and that “AI integrated as part of broader business services—like customer-support bots—will still be permitted.”
The same section also says the AI technologies “may be made available to businesses in certain countries” as Meta sets out, so the position can differ by country and may change.
General-purpose assistants vs business agents
The distinction in the terms is about what the WhatsApp number is mainly for.

A bakery whose WhatsApp agent answers questions about breads, delivery and orders is using AI to support its own sales and service. A company offering a public “ask the AI anything” number is offering AI as the product. Meta decides how its terms apply, “in its sole discretion”, so treat this table as a way to understand the idea, not as a ruling.
What this means for your setup
For most UAE small businesses, the practical steps are about keeping the agent focused.
- Keep the scope to your business. The agent answers about your products, services, orders, appointment requests and policies.
- Decline off-topic requests politely. If a customer asks for general help unrelated to your business, the agent should say it can only help with your services.
- Mind the data rule. The same section says you may not allow WhatsApp Business Platform data to be used “to create, develop, train, or improve” AI models in general, while allowing fine-tuning of a model “for your exclusive use” under conditions.
- Keep people in charge. Complaints, refunds and professional questions go to staff.
A polite off-topic reply might read:
I can help with our products, orders and delivery. For anything else, I am not the right assistant, but I am happy to help with your order.
Questions to ask any provider
If you use or are choosing a WhatsApp AI provider, ask:
- Is the agent limited to my business’s products, services and customers?
- How does it handle requests outside my business?
- Is my customers’ WhatsApp data used to train models for anyone other than my business?
- Who is the official WhatsApp Business Platform provider for my number, and is it set up through Meta’s approved process?
- How quickly will you adjust the setup if Meta changes its terms?
- Can my team see and take over any conversation?
Clear, written answers to these questions are a good sign. Vague answers are a reason to look more closely.
