To create click to WhatsApp ads, you link your WhatsApp business number to your Facebook Page, start a campaign in Meta Ads Manager, choose WhatsApp as the place where conversations happen, then write the message template people see when the chat opens. The setup takes under an hour once your accounts are connected. This walkthrough goes through each screen in order.

Before you start: linked page and number
Most setup problems come from accounts that are not properly connected. Check these first:
- Facebook Page: you have admin access, and it sits in the same Meta business portfolio as your ad account.
- Instagram account: linked to the Page, if you want Instagram placements.

- Ad account: a payment method added and the account currency set the way you want it, because it is hard to change later.
- Your offer: one clear offer per campaign, with prepared answers to the usual questions.
If your number is connected to the WhatsApp Business Platform through a provider, make sure the provider’s setup and the Page link point to the same number.
Choosing the objective
In Ads Manager, click Create and choose an objective. For chat ads, three objectives are commonly used:

| Engagement | You want as many conversations as possible, for example for a new service or a local shop. |
| Leads | You want conversations from people more likely to become leads, and you can report leads back to Meta. |
| Sales | You sell in the chat and can send purchase events back to Meta. |
If you are not sending events back to Meta yet, Engagement with a conversations goal is the simplest start. Once you track outcomes (see tracking sales from WhatsApp ads), you can test a Leads or Sales campaign.
Name the campaign clearly, for example “WA | Deep clean | EN | Oct 2026”, so reports make sense later.
Campaign or ad set budget?
You can set the budget at campaign level, where Meta spreads it across ad sets, or at ad set level, where you control each one. For a first campaign with one or two ad sets, either works. Ad set budgets make it easier to compare an English and an Arabic version fairly, because each gets a fixed share. Whatever you choose, keep the budget realistic: Meta advises against very small or inflated budgets during learning.
Destination and message template
At the ad set level
- Under the conversion location (sometimes called the destination), choose Messaging apps and then WhatsApp.
- Select your Facebook Page and the linked WhatsApp number.
- Set the performance goal, usually to maximise the number of conversations.
- Set a daily budget you can keep steady for at least a week.
At the ad level
Upload your creative and write the primary text and headline. Then set up the message template, which controls what happens when someone taps the ad:
- Greeting: a short welcome shown in the chat.
- Pre-filled message: the text the customer sends with one tap, for example “Hi, I’d like a quote for the deep-clean offer.”
- Frequently asked questions (ice breakers): a few suggested questions the customer can tap instead.

Audience and placements
Audience
- Location: the emirates or areas you actually serve. A Sharjah-only delivery business should not pay for chats from Abu Dhabi.
- Age: only narrow it if your offer genuinely needs it.
- Language: you can add language targeting, but many UAE residents set their phones to English. Our article on Arabic vs English ads explains how to split campaigns.
- Custom and lookalike audiences: useful once you have a customer list or website visitors to build from.
Placements
According to WhatsApp Business, these ads can appear across Facebook and Instagram placements such as Feed, Stories and Marketplace. Automatic placements are a sensible default. If you remove placements, check that your creative still fits the formats you keep, especially the vertical 9:16 format for Stories and Reels.
Launch checks
Before you publish, run through this list:
- Preview the ad on mobile and tap the button. Does WhatsApp open with the right number and pre-filled text?
- Send the pre-filled message yourself. Does a reply arrive quickly, and is it correct?
- Check the team knows the offer, the price range and the next step.
- Check the location and budget once more.
- Write down your settings in a simple change log, so you can compare later.
Ads go through Meta’s review before they run. If an ad is rejected, read the reason in Ads Manager, fix the specific issue (often wording or an image) and resubmit rather than creating many duplicates.
Once live, avoid editing the campaign in the first days. Meta’s delivery system goes through a learning phase, and significant edits can restart it. Frequently asked questions
Why can’t I select WhatsApp as a destination?
Usually the WhatsApp number is not linked to the Facebook Page you selected, or the Page and ad account sit in different business portfolios. Check the number is connected in the Page settings, that you have the right permissions, and that you picked an objective that supports messaging destinations. After linking, it can take a little while to appear in Ads Manager.
Can I run the ad from the WhatsApp Business app?
The WhatsApp Business app offers a simple way to create ads in many markets, which can be enough for a quick boost. For control over objectives, audiences, placements, budgets and reporting, Ads Manager is the better tool. Either way, the ad opens a chat with your number, so your replies matter more than where you created the ad.
