To grow a WhatsApp contact list the right way, give customers a clear, easy way to say yes and record that yes. Website buttons, checkout tick boxes, QR codes in store and chats started from ads all work in the UAE, as long as each one tells people who will message them and what kind of messages to expect.

Why consent comes first
Meta requires businesses to get opt-in before messaging people on WhatsApp. Its developer documentation on getting opt-in (updated June 2026) says a business may contact someone if they have given their mobile number and the business has received permission confirming they want to receive messages from that particular business.
Meta’s requirements are that you:
- clearly state that the person is opting in to receive communication from you;
- clearly state your business name; and
- comply with applicable law.
Consent also protects your number. Meta notes that people can block or report a business, and that businesses with low quality for a sustained period can be rate limited. Our article on WhatsApp opt-in rules goes into more detail.
Shortcuts to avoid
- Bought or rented lists: the people on them never agreed to hear from your business.
- Numbers copied from WhatsApp groups or social media: being visible in a group is not permission to receive marketing.
- Old customer files with no consent record: invite these customers to opt in through a channel where you already have permission, rather than messaging them cold.
- Pre-ticked boxes: consent should be an active choice the customer makes.
A smaller list of people who chose to hear from you usually brings more replies and fewer blocks than a large list of strangers.
Website and checkout opt-ins
Your website is often the easiest place to collect opt-ins.
- Checkout tick box: an unticked box with clear wording. Example: “Send me order updates and occasional offers from [business name] on WhatsApp. I can stop at any time.”
- Contact forms: a separate tick box for WhatsApp messages, not hidden in the terms.
- WhatsApp buttons: a “Chat on WhatsApp” button lets customers start the conversation themselves.
Meta suggests separate opt-ins by message type, such as order updates and offers, so people only receive what they expected. A focused landing page with a WhatsApp button can also work well for a single offer.
QR codes in store
A QR code at the counter, on the menu or on a receipt lets walk-in customers start a chat in seconds.
- Place a short line next to the code: “Scan to chat with us on WhatsApp for offers and updates from [business name].”
- Make the first message pre-filled, such as “Hi, I’d like to receive updates,” so the customer’s intention is clear.
- Reply with a welcome message that confirms what they will receive and how to stop.
Example reply: “Thank you for joining [business name] updates. We send about two messages a month with new arrivals and offers. Reply STOP at any time.”
Opt-ins from ad chats
When someone taps a click-to-WhatsApp ad and messages you, they have started a conversation and you can reply. That is not automatically permission to send them marketing later.
A simple way to ask during the chat: “Would you like us to send you occasional offers from [business name] on WhatsApp? Reply YES to join. You can stop at any time.”
Ask once, at a natural point, such as after you have answered their question.
Recording consent
If you cannot show when and how someone opted in, treat them as not opted in. For each contact, keep:

Does a customer messaging me count as opt-in?
A customer who messages you has started a conversation, and you can reply to what they asked. It does not necessarily mean they agreed to receive marketing later. Meta requires a clear opt-in that names your business. The simplest approach is to ask during the chat whether they want updates, and record their answer with the date.
Can I add contacts from my phone book?
Having someone’s number is not the same as having permission to message them. Meta’s policy requires that people have given their number and agreed to hear from your business. Before adding phone book contacts to marketing lists, check you have a recorded opt-in for each one. If not, invite them to opt in through a channel where you already have permission.
