WhatsApp API pricing in the UAE works per message: Meta charges for certain template messages a business sends, while most replies inside an open customer chat cost nothing from Meta. The amount depends on the message category and the recipient’s country. This article explains the model in plain English and shows where to find Meta’s live UAE rates. The per-message model since July 2025

According to Meta’s WhatsApp Business Platform pricing page, “Effective July 1, 2025, Meta charges on a per-message basis”. Before that, charges were based on 24-hour conversations.

In practice, three things decide whether a message is charged and how much:

Marketing, utility, authentication and service messages

Meta groups templates into three types: “Marketing, Utility, Authentication”. Ordinary replies are a separate case.

Meta’s pricing page states that “All non-template messages are free” and that “Utility templates delivered within an open customer service window are free”. The customer service window and ad entry points

When a customer messages you, a 24-hour customer service window opens. Meta’s page notes that “Non-template messages can only be sent within an open customer service window.” Inside that window, your team or AI assistant can reply normally. There is also an ad-related exception. When a customer starts a chat through a qualifying click-to-WhatsApp ad, Meta’s page says “All messages are free for 72 hours”. This makes ads that open WhatsApp chats a useful entry point, as long as your team replies quickly.

How to keep message costs predictable

You cannot control Meta’s rates, but you can control how many charged messages you send. A few habits help:

  1. Reply while the window is open. Answering within 24 hours avoids paying for a template to restart the chat.
  2. Pick the right category. An order update is utility, not marketing. Do not add promotional lines to it, or Meta may recategorise it.
  3. Segment campaigns. Send offers to people who have shown interest, rather than to every contact.
  4. Set a monthly plan. Decide how many campaigns you will send and to roughly how many people.
  5. Review results. Stop campaigns that get blocks or no replies.

A practical example: a bakery that answers all incoming questions the same day and sends one targeted offer a month will send far fewer charged messages than one that sends weekly broadcasts to its full list.

Meta publishes rate cards on the same pricing page. They are organised by currency, with CSV and PDF versions, and the page notes that they reflect current rates and volume tiers. To find the UAE rate:

  1. Open Meta’s WhatsApp pricing page.
  2. Choose the rate card in your billing currency.
  3. Find the row for the United Arab Emirates (or the region Meta groups it in).
  4. Read the marketing, utility and authentication columns.

Rates change from time to time, so check the page before you plan a large campaign. We deliberately do not quote figures here, as they can be out of date quickly.

Are replies to customers charged?

Under Meta’s current pricing, non-template replies are not charged by Meta, and utility templates sent inside an open customer service window are not charged either. Why did my marketing message cost more than a utility one?

Meta sets a separate rate for each template category, and its rate card lists marketing and utility side by side, so you can compare them for the UAE. If an update such as an order confirmation includes promotional wording, Meta may treat it as marketing. Keep utility templates strictly about the customer’s order, booking or account, and send offers separately.
