WhatsApp message template approval is Meta’s review of the pre-written messages a business sends to start or restart a chat. To get approved first time, choose the correct category, keep variables clear and write the way a customer expects to hear from you. What templates are and when you need them
A template is a message you write in advance and submit to Meta. Once approved, you can send it to customers who have opted in, even when they have not messaged you recently.
You need a template when:
- The customer’s 24-hour service window has closed and you want to follow up.
- You are sending an update the customer did not just ask about, such as a delivery notice.
- You are sending an offer or announcement to an opted-in list.
Inside an open chat, your team or AI assistant replies normally, without a template. Meta’s pricing page confirms that “Non-template messages can only be sent within an open customer service window.”
Choosing the right category
Meta’s pricing page lists three template types: “Marketing, Utility, Authentication”. The category affects both approval and what you are charged, which we explain in how WhatsApp API message charges work.

Some common UAE examples help make the line clearer. A bakery’s “your cake is ready for collection” note is utility. A clinic’s message saying “your appointment request has been received and our team will confirm the time” is utility. A salon’s “Eid offers are now open for booking requests” is marketing, even if it is sent to past clients.
A simple test: if the message would still make sense to a customer who never asked for anything, it is probably marketing.
Variables, buttons and media
Templates can include placeholders that you fill in when sending, shown as numbers in double curly brackets. Use them for names, order numbers and dates, not for whole sentences.

Good practice for variables:
- Give Meta a realistic sample value for each one when you submit.
- Do not start or end the message with a variable.
- Keep enough fixed text around them that the purpose is clear.
Meta’s template format can also carry a header image, document or video, a short footer and, in some cases, buttons. Check what your provider supports before you design around them. Media should match the message: a product photo for a launch, a PDF for an invoice.
Common rejection reasons
Most rejections come from a handful of avoidable issues:
- Wrong category. A promotional line inside a utility template.
- Unclear variables. Too many placeholders and too little fixed text, or no sample values.
- Policy issues. Content that breaks the WhatsApp Business Messaging Policy, such as offensive material or restricted products.
- Misleading wording. Urgency that is not real, or a message that pretends to be personal when it is a mass send.
- Formatting problems. Spelling errors, broken links or a language label that does not match the text.
- Duplicates. The same wording submitted again under a different name.
A short checklist before you press submit:
- Does the category match the purpose, with no promotional lines in a utility template?
- Does each variable have a realistic sample value?
- Would a customer recognise your business name in the first line?
- Is there a clear next step, such as “reply here” or a link to your website?
- For marketing templates, does the message explain how to stop receiving offers?
- Has someone other than the writer read it for spelling and tone?
Keeping a shared document of approved wording also helps new staff reuse what already works instead of submitting fresh drafts for every situation.
If a template is rejected, read the reason in your account, change the specific problem and resubmit. Do not simply resend the same text.
Arabic and English versions
In the UAE, many businesses need each template in both languages. Submit them as separate language versions of the same template rather than mixing both languages in one message.
English: Hello {{1}}, your appointment request for {{2}} has been received. Our team will confirm the time shortly.
العربية: مرحباً {{1}}، تم استلام طلب موعدك بتاريخ {{2}}. سيقوم فريقنا بتأكيد الوقت قريباً.
Tips for the Arabic version:
- Write natural Arabic rather than a word-for-word translation.
- Check that variables still sit in sensible places when read right to left.
- Keep dates and numbers in a format your customers recognise.
- Ask a native speaker to read it before you submit.

Can I edit an approved template?
Meta allows limited editing of approved templates, and an edited template usually goes through review again. Frequent changes can be restricted, so it is often simpler to create a new template for a different purpose. Keep a list of your approved templates and what each is for, so staff do not create near-duplicates.
Why was my template recategorised?
Meta can move a template to a different category if its content does not match the one you chose. The most common case is a utility template that includes an offer, which Meta may treat as marketing. To avoid this, keep updates strictly about the customer’s order, request or account, and send promotions separately.
